I have a question regarding PPR. My parents got medical request and their file is being processed at CPC-Mississauga. But they are going back to India tomorrow. When they get PPR, do they need to send their passports to Mississauga or Delhi VO?

You have to make a request to change the office to Delhi

Not true, you can send your passport from anywhere in the world where there is a VFS office. For example, my wife's LVO was Mexico, she got the PPR while being in Chile so she sent it through the VFS located in Santiago de Chile, the passport went to the Buenos Aires visa office and she got her passport back with the visa
Oh by the way, she never notified IRCC that she was sending the passport through Chile, she just sent it

When PPR comes, will they be asked to submit their Passports in India or Canada?

You can submit it from anywhere in the world where there is a VFS office. If you are in Canada, the instructions will be included in the PPR letter (last page)

The person was asking where to send the passport when PPR comes if the application is processed within Canada and parents are in India, VFS is the worldwide provider of that service for Canadian government
PPR is the same for everyone (outside of Canada): you get the letter, go to VFS and send the passport, 1 to 2 weeks later you get the passport

Did you write the names in your native language? Did you put any additional sheets and signed them?
