I finally manage to link the application: Below is the steps that I followed:

• Select Application number and UCI (Parents UCI)
• Select City and Country of Birth (Parents)
• The applicant intends to live in Canada: Province, City, and Current Marital status: Parents
• The number of family members, including the primary applicant, that are part of this application: Sponsor + Cosigner (if applicable) no kids +PA (+Dep if applicable)

What do you mean by Ecas. I am sorry but I have not been that active. If you can help me with this.

When can I link my application online. My file was received May 26th. If I try now it say unable to find your application. Please advise. Thank you.

Thanks but this are for Russian Federation, not USSR (which does not exist anymore).

Did you talked with them? If not send e-mail or call. Also check with IRCC to see what is the requirements for former Russia.

May 16-May 20 is currently under review stage, pending AoR for many.

as per tracker May 26th eCAS is not available yet. please check tracker to get idea who getting Ecas available / since when etc....
