Hi i got a request to submit imm5669. The link provided in the email takes me to a ver of nov 2018....which is bit different from the same form june 2019....which one should i use?
Did they state which version you should use? A month and date would be provided

AOR received on July 19th, the application was received on May 14th.
Still couldn't link my case in ECAS, but I am able to check the status of the application.

My application was received on April 29, The case has been in process since June 28, There is no any update since then. I saw many applications have DMS already even the application was submitted in May. What can I do now excepting waiting?
Nothing you can do. I have seen so many of us here who are on 26 April, 1 May 2 May 3 May etc... stuck in IN PROCESS but 7 May already approved. They can open your file and leave it there in the drawer then do the next one. It is a very very unfair process I think.

It is still a very fair process. Just because some people stuck, doesn't necessarily prove the process is unfair

Does the representative form make any difference to where file is sent for local VO processing ?
For e.g if the applicant is in another country, but the representative is in Canada, then file will be sent to Mississauga office or the applicant's country ?

Agree , the people stuck have some reasoning , like dependents on application , relationship proof is not clear or something which requires a senior review.

To my knowledge, applicants country. If parent's (applicant) at the time of application is here in Canada, most of the time their file will be processed within Canada but it can go to their home country as well !

Is there anything in your application that you could think of that would explain the delay, complex income tax, multiple country of residence etc. IRCC says officially that complex applications will take more time. It will differ from officer to officer as to what would constitute a complex application.

Wait did you get an actual Aor email ? And are u saying you aren't able to check ecas? Or are you able to check ecas but unable to link it?

Use the one they've requested. I had to submit form 5406 again and the link in the letter was for the Nov2018 version as well. Follow their instructions.
