Pay again and send the application and deal with the refund later. I wouldn't not delay sending it over the payment. Bad, bad, bad idea.
Finally, I just paid again and sent them the receipt for my second payment. And submit a request through web form for retrieving the receipt for the first payment and refund. Worst case, just lost that $2080 if I cannot get the refund back. I have been waiting for 8 years to be selected for the PGP application. Thanks everyone in this forum!

I finally prepared the file and call FedEx to send documents to the address provided as following

CPC-PGP
PO Box 8020 STN T CSC
OTTAWA ON
K1G 3H6

The representative on the phone said that it's PO Box number and FexEx will not be able to deliver it. Contact Canada Post. I have only 2 days left in submission of file. I am in Mississauga Ontario

Any suggestion on using service that can deliver package by Thursday?
I used Canada post (courier) and it was delivered the next day. Canada post has an agreement with CIC.
 
And the funny thing is that, the call centre Represtative said if there is no receipt then no refund. Even though I can provide my credit card statement/ information for the transaction .
This happened to me 3 years ago with visitor visa. In my case the receipt didn't show up due to technical problems. I paid again and a month or so later cic returned my money. Try not to miss the deadline.
 
I received signature from Canada post that it has been delivered successfully about a month ago, would it be necessary to also call CIC and confirm that they have received my application? it has been more than 30 days and ECAS is still no show...
With the deadline approaching, I am just concerned what if my application package has been missed...? I know with the current timeline, it is unlikely to see ECAS update before June 28..
Any advice from the amazing crowd here?

I received an email few days ago from cic as a reminder that "everyone who got sent out the invitation to apply should ensure that we have submitted the file on or before 28th June. Also, it mentioned in case you have submitted the file kindly ignore this email". Did anyone else receive this email?

Also I still am not able to link my application with cic. I am just little tensed considering the deadline is coming close. Any advice??

call center sometimes dont know what they are saying, call 100 times, 100 different answer. just follow the guide, pay again.

Cool. Now use Canada Post's fastest service to get the package out today. It should get to Ottawa by June 27 at the latest. Good luck!

Just called the credit card company and they said because the vendor is government, If I want to file a dispute within 90 days, I need an email or letter from CIC confirming that credit card payment is not used for any application and can be returned. Otherwise, tthe credit card company cannot get the money back for me.

I would suggest you call cic. If they can find your receipt then good otherwise pay another fee to submit with your application and later on you can get the fee refunded easily. Cic won't keep you fee if it is not used against any case.
