If you are referring to what they said on Twitter on Wednesday, they've rectified the comment. You CANNOT SEND an application without the letter, because it includes a bar code that helps the agent match your application and the checklist states that this letter is the 1st page of the application package, not a screen print from the websiteI already sent you the official response from cic that you can go ahead and apply if your number appears on ircc site
