My understanding is this is applicable if they are still in Canada. Say they stay for a yr and left 2 yrs ago, will this still apply?

I am eagerly waiting for the "in process" to move from week of 3rd May to 6th May. I know I am at 10 May but that will give hope that we are moving not only on "application received" but also "in process" so both updates are running parallel.
