so my parents are in Canada and the letter says they must leave Canada to take biometrics, I called the agents and they said no work around, your parents must leave Canada to take biometrics, for some unknown reason they keep saying you should not go to USA to take biometrics. When asking repeatedly why, the agents just say if you have legal status in USA such as citizens or green card then you can do there, otherwise you should go to any country that you can legally enter. I said they can apply for visitor visa, but they keep saying same thing. Nearest place to take biometric is Mexico city and it costs at least 3000 for 3 of us to go there for a day to take biometrics. Not to mention that not many direct flight there and most connect in USA which requires transit visa. Mexico requires appointment to take biometrics and the slots are not available all the dates so it is very hard to arrange a trip there, cost can be over 4-5K for direct flight for 3. So very upset with this burden, not to mentioned my parents just recently did biometrics for super visa.
That's unfortunate. If you parents still have UK Visa will it be cheaper to go and get it done there ?

On their website, CIC does mention this, so thats what they are telling you irrespective of their biometric for Super Visa.
Permanent residence applicants
You’ll need to give your biometrics and pay the fee each time you apply, even if you gave your biometrics in the past for another application.

I read some post that for someone’s mother who is here in Canda they did not ask for biometrics, only asked for dad who is back home.
You can inform them via webform but that takes long time to get their response.

If your parents have US visa, they can definitely do biometrics in the States. Just don't tell the US Customs that is the only purpose for your guys to visit the States. Better make a plan to stay couples of days and have some fun as well.

They can go back but given the summer time now it is extremely costly for a return tickets in such short notice for 2 and not to mention that they just arrived here today and so looking forward to the stay here on super visa, it is absolutely a nightmare

I am assuming you already told them that your parents are in Canada. This is what they listed for exemptions:

Note: There is a temporary public policy exemption for in-Canada applicants. More specifically, foreign nationals who are eligible to apply from within Canada would normally provide their biometrics as part of an application or request for
  • a temporary resident visa (TRV)
  • a work permit or study permit
  • a temporary resident permit
  • permanent residence
However, since there is currently no biometric service delivery network within Canada, these applicants are exempt from the biometrics requirement until such time as the public policy is lifted. Applicants who apply from within Canada, but whose applications are not eligible to be processed from within Canada, are not covered under this public policy exemption. Those applicants are required to leave Canada in order to submit their biometrics as part of their application.

Did you ask the agent if you can make a request for exemption through webform ?

To get a US visa now it takes more than 30 days just to get an appointment for interview at the embassy in Toronto, and I heard very hard to get visitor visa if your status in Canada is just visitor

Only exemption is for people who were legally in Canada at time of submission, my parents were not in Canada at that time that why they requested, agents confirm the same

Were your parents here when applying? Ie used Canadian address for applicants?

Secondly, as someone suggested, you just drive down to the U.S. and tell customs that you are going down for a shopping trip. Nothing stops you but as IRCC said the U.S. ASCs are supposed to be for their citizens and PRs. I don't think they'll reject you, maybe unhappy about the extra workload.

I may be wrong here but, i think this situation may have arisen because at time of the application your parents were in London. Now they are visiting Canada. That explains the difference with the other person with one parent here & one elsewhere. The parent who was in Canada was not asked to give biometrics

Has anyone whose parents were in Canada at time of application been asked to submit Biometrics?

yes that is very strange. I suppose they thought most of the applicants would be based overseas when they asked for biometrics.

Maybe you can plan a trip to your home country while you take the biometrics? Visit relatives and friends?

At the end of the day, the amount in healthcare coverage would be far more than the 4-5k. Consider it an expense to get the PR?

Actually to put it in perspective, all of us would have to spend some money to get our parents over from wherever they are anyway (ie plane tickets from India, Australia, China, Europe, New Zealand, UK, Malaysia etc) . So consider it part of the whole process and expenses?

It is 16 days wait for Quebec city and 20 days for Calgary.
Yesterday Calgary had opening dates of July 15 and 17 even, give it a try.

If you do decide to go down this route, keep refreshing the interview appointment page, you should be able to find appointments much earlier and sooner as people do cancel. Or ask a travel agent to do it on your behalf. There's no such a thing that it's hard for a visitor in Canada to apply for U.S. visa, as long as you pass their requirements that is.

I believe his parents weren't in Canada when applying. That's the key. I used the Canadian address for applicant as she's been staying us with Supervisa for a year.
