All those who got "Decision Made" for sponsor, did your parents myCIC shows Background Check "in process" or "not applicable" ?
I am just trying to ascertain the fact if the background check is part of process or applicants are selected randomly for this check.

This is bit weird, I agree. So, per my understanding, PCC document is part of the 'background' check. Do you think for parents who are here for more than an year, PCC might not be required and hence 'background check' is coming as 'Not Applicable'? Again, just a wild guess, PLEASE do nto make inferences out of my guess

You are taking about general trend but every case is different , incomplete application or additional document request will move the application in back of the pile .
