I doubt it (unless anyone has actual experience with this with their parents/ grandparents).
Reason I say this is, as someone who wears hearing aids myself, the max exposure to the health system is a) cost of hearing aids (govt pays $500 every 3 years), + b) doctor's consultation fees (covered by OHIP), again every 3 years.
These costs would be way below the threshold of I think $20,000 that they use to assess if immigrants would be a burden to the heath system or not.
Note, the better types of hearing aid (less visible) cost up to $1,500 each.
