I would suggest to book an appointment atleast for the date you are getting. As others suggested don't waste your time by sending request. Once biometric is done, It will get updated in 1 day in their system so still you will be under their 1 month notice. Requesting now to get an extension will not do anything until unless you are not getting an appointment till 9th sept.

Book an appointment and take a small tour of Fargo and enjoy summer time. lol

Ok, at this point we can confidently say that parents that are living in Canada on super/visitor visa are not exempt from biomedics even though Canada has no tools to collect it here. Is that correct?

In my opinion, it depends on various combinations, such as...

i) Which mailing address is shown/ declared by your parents...
ii) Which residential address is shown/declared by your parents
iii) If current country of residence is shown as Canada, then there was (from - to) column, every one would have given separate dates...
... some might have mentioned early dates and others may be later dates, depending upon their type of visa and duration of stay...
iv) Age of the parents may also be a point for consideration for IRCC..

So, if you know above information of 4 or 5 applications, than only you can make out...
