Does anyone know if we cannot arrange PCC for any country ( remote processing not possible), how we should explain this to the Visa Office?
 
Hi - May I know where have you found the upload option to upload your medicals & PCC please?
Login to your account -> Check full application status -> View submitted application -> Documents submitted by the client.
If you cannot see a request there with the upload buttons and instructions, it means that you don't have an option to upload your documents.
There is no need to upload IME results, actually, because doctors send the results themselves. My mother did not get anything after going through the tests. She emailed a request to see the results afterwards. They emailed her the report, which I combined in one pdf document with the police report. I did it, because I haven't received a PCC request and thought that by uploading my PCC I would speed up the process a little. Not sure if it helped though.

I guess people were trying to increase their chances, using whatever excuses. Thus, there were many more applications to choose from (reducing chances of proper applicants). The fact that some in 2017 got away with it vs those in 2018 who got caught can be explained easily - applications in 2018 had more fields that uniquely identified an applicant. So it was easier to catch cheaters.
One applicant (parent or grandparent) can only be applied once for. A spouse or a sibling or a grandchild cannot apply for them if you already applied.
I "lost" the lottery in 2017 because my chances were lowered by people who weren't qualified or applied multiple times. To me it's a time-sensitive issue - my mother is 80 y.o. So I do not feel too sorry about the rejections. The rules were stated clearly.

Yes, I had the option to upload there
 
I know few people who also submitted twice and got approved. Only few people are getting this and not sure what scenario are they doing on it? I am part of whatsapp group and confirmed from a person who did twice for parents and his laws and got selected for one and approved and accepted.
for parents and laws - that's not twice
