They've already conducted a lottery round 2 for people who applied in Jan this year and didn't get selected in round 1.Is this applicable for people that applied in 2018 and did not get selected or next year's lottery in 2019? If this year, when are they going to select additional 7000 applications?

Hey, you can try ECAS On-Line service - and to use this service you can try by using your UCI# and you can find this UCI# on your Permanent Resident CardI have no Identification number to check. I have received nothing from them.
