No, let me clarify this.
I got Pre-arrival services letter from NDVO on sep 13, ‘19 which is in CIC account.

then I got PPR on Sep 23 in junk email.

I sent passports on 25 sep, they were delivered on 26 sep.

I got another pre arrival services letter on Oct 10 from CPC Ottawa.

My friend got similar letter but it reads: we are now processing your pR in canada after they received the passports.

there is no change in cIC account.

Upon checking my package that was delivered to Ottawa.. it says 'Delivered to recipient's delivery partner'
does your say that too?

no. No update in cic (usually they update it to approved)
and tracker not activated for me


When was ur pp delivered?
Was it Ottawa?

you can send passports to VAC back home, but call to CIC
I called CIC; they told me no tot send the passport to VAC back home until new instructions are provided. However, it is more than 10 days since I send an email and still have not received any reply. And, also the deadline is approaching!

Yes, to Ottawa. It was delivered on Oct 8.
I saw another mail that came out for Pre-Arrival again and in Spam folder AGAIN(DAMN GMAIL) ... But this one looks generic and does not seem to have come from Ottawa as in like your case.. email-id is: IRCC.COMMDoNotReply-NePasRepondreCOMM.IRCC@cic.gc.ca

This is what the email states:

You don’t have to wait until you’re in Canada to access our services for newcomers.

Did you send email to the Office where you received the request from/where your file is being processed?
the letter would might have an email for the office..

The letter only gives instructions to send an inquiry through web form " if you do not have an address inside canada"
This is where you can find email-id for the visa office outside of Canada.

Even if your file was processed in Canada, the PPR would usually come from your local visa office and you have 2 options either submit there or if your Parent's are in Canada, then they can send to Ottawa.

Try reaching out to the local office from the list above, do include
- Name (Full)
- Date Of Birth
- UCI
- Application No
for the Principal Applicant and dependents if any. This will help them pull up the info quickly.

You got the same email I got on Oct 10, from same email address. But our pps were delivered on Sep 26. I think they collect pps for two weeks and process the same time.
When did your tracker get activated? Today? What time?

Ours may get activated soon.

Its not activated yet.. waiting on it.. the only thing for the return tracker is when the CanadaPost lady scan it for purchase the return evelope which shows my local post-office accepting it.. nothing else. No movement from Ottawa yet..

i am banking on yours as you sent out before me.. to get an idea when will my package get shipped..

from few years back what i remember was that when i send the docs to them during my PR, it took them 10 business days to have my file updated after it was delivered to Ottawa.. i guess yours should already be in processing by now as you passed the 10 days post delivery.

please keep us posted... btw are you planning for inland landing request or flagpolling? are you in GTA/Ontario?

OK, I misunderstood.
Your package is delivered that's why they sent you pre-arrival services letter from ottawa. I know it is from ottawa coz my friend got same letter with one extra clear line in the beginning.

His letter says: Hello, We are processing your pr in canada. Do you know ..........
This is in a way a confirmation that they received our parcels.

When I checked delivery deetails on Canada Post tracker, it gave me option to download the delivery confrimation and I saw a signature there.

Ok, let's hope we get it soon.
Our process seems to be slower than those of PNP and other streams.
