Yes i did ask the lady at canadapost while mailing the application about the p.o box issue and she said they hav a box with canadapost that they collect their mails from. Just a little worried i guess coz its been over a week now and still showing out for delivery. Hoping to get confirmation tomorrow.

I did the same as you I just asked Canada post and they said write the PO BOX address they mentioned they are not courier. And I sent it on Monday June 05th still shows on the website out of delivery...
No I just called customer service for Canada post and they said may be immigration they didn't open your package yet And I complain why you are saying it is a express service but still doesn't show on your website that you delivered!!! I really don't know what should I do and where should I call????

What I ve read so far and understood is that CPC has a P.O Box at canada post. The package is waiting there for them to pick it up. They probably open the p.o box once a week or something and collect all the mails. Once they do Im sure our status will be changed to delivered. Im hoping for today to be that day. Still showing as out for delivery on status.
OK so I called Canada Post about this issue. What they told me was this P.O Box is a high volume receiver (as they receive hundreds of applications every day) so what the delivery guy does is take the all the packages to the receiving dock and drop it off there. The receiving guys and CPC take it to the respective deptt/addresses in the building. Since the dropoff is of multiple applications its not feasible for them to sign for every package and hence the status on the website still shows "out for delivery" when in fact the package has been delivered the same day it showed out for delivery status. Hope that clears some of the confusion.
Perfect example of how so many people went ahead and filed for the lottery even though they are not qualified taking away the chance from an eligible person. A spot wasted and probably many more. I hope the government will take this into account and rectify this in future draws where income and other qualifications are looked at before drawing names.
Read the form 344E says if you are ineligible . Indicate whether you want to Proceed with the application for permanent residence processing fee will be retained
Then what do you need an opinion about. Go ahead and proceed with the application.
Also at the time of the lottery they specifically mentioned make sure you check all the eligibility requirements before you submit the lottery form. You dont meet even the basic income requirement for PGP and yet you took someones spot. People are so ignorant its appaling. Now you are worried and need a second opinion wether to proceed because now you see yourself losing the min 1100 dollars application fee in case you are not eligible. shame !
If you check that box, your application will go to processing for formal determination of your eligiblity and will 100% go into a rejection (formal letter), that's all. Your application will be held up in the queue for years till they finish that final determination of income and produce the rejection letter and you will not be able to submit another application when you finally become eligible. There is 0% chance for humanity and compassionate as your parents are not in Canada and they are not in a situation where leaving Canada would endanger their lives, it only work (very very slim chance) if they are from Syria for example and already in Canada on a valid visa.
