You can try. I'm not sure how that will work since the work permit holder isn't in Canada yet. The parent would need to explain why their travel is non-discretionary. That might be hard to explain.

Is there a reason your mother needs to travel with you? In general IRCC doesn't want to see that your mother may be attempting to move with you to Canada neither does CBSA at the POE. Assume you are aware that even if your mother gets authorization to travel with you and help you get set up your life in Canada, she can not remain in Canada and she will be only visiting you. I know that some think they will find a for their parent to move with them and that Canada would never deny a parent trying to live with their child.

Yes. We are aware her status is no different from a tourist who can’t stay longer than 6 months. She is helping to look after the kids while we are settling so hopefully it is deemed non discretionary

Looking after kids is considered work or employment in Canada. You could place your kids in daycare.

That is not considered non discretionary, It is considered work, and she doesn’t have a work permit.

You'll have to try and see what happens. Hard for any of us to say what the outcome will be since the decision is obviously up to the officer who processing your request. As others have indicated, taking care of your children can be classified by IRCC as working without authorization (even though your parents aren't being paid). So you may want to be careful about stating this as the non-discretionary reason.

Try applying. However you definitely need to have a back up plan in place in case authorization is not granted.
