Wrt sponsoring Parents for PR under the 5,000 cap :

(a) How long it takes to process, from application to grant?
The stats on the sites relate times for application under the old system (i.e. from country of application). But here, the application is made directly to Missisauga. I read somewhere it is aimed at 2.8 years, but it was cryptic. Does anyone know?

(b) Any suggestions on how to ensure I get my application couriered as early as possible on 4 Jan
So that I can fall under the 5,000 cap. Of course I will speak to courier companies, but I just wondered if anyone had any extra knowledge or tips?

1) The new system is the same as the old system. Nothing has changed. The application is first sent to Mississauga for sponsor approval and then forwarded to the local visa office for the applicant part of the application. There are two processing times to consider - one for the Mississauga office and one for the local office. Today, many are waiting around eight years. CIC is hoping to get that down to 4 years in the next few years. But again, nothing has changed between the new system and the old with regards to where the application is processed. It's still going to be done in two stages with two separate processing times to take into consideration.

2) I would recommend that you read through the 2015 parent / grandparent sponsorship thread to see what people's experiences were with application delivery. There is also a 2016 thread that has been started where this subject has been discussed.

My guess is you're looking at 2.5 ~ 4 years if you apply in 2016. Lot of the recent applications (from 2010-11 period) are being finalized now. For them, it was 4 years of sponsorship processing and 1~2 year of PR processing with LVO. Once CIC starts the first batch of 5,000 app (2014 applicants), we will have a clearer picture.

It's similar to a question "How to make money on the stock market?". If there is a strategy which will get you the extra money, it doesn't really make sense to publish it in public - then it won't work anymore. Same here, if everyone follows the same "tips" they are really worthless. Think how you can make it, follow your strategy, keep it to yourself :)
