there are no legal principles that dictate processing times. You are never guaranteed a certain timeline, CIC is not bound by any legal means here. Even when they state a processing time, it is always approximate and only applies to 80% of all applications and based on the past and current data.

It is terrible. The problem is that we can't plan anything as the timelines keep changing and they don't follow a proper processing for all.

exactly. I had to helplessly watch crazy vancouver housing prices increasing 200-300% in front of my eyes and I couldn't buy anything while it was still affordable because I'm not PR. So now even after I get PR, I won't be able to buy anything here, because it's gotten insane.
And I'm not even taking into account my career and further education, that are put on pause, while I'm waiting. The only tricky thing is that you can't pause time, and years just go by

Seriously ya..and the CIC people seems inhuman really. They can easily do evreveryth in time but they just don't want to I guess.

i don't think they do it on purpose. it's just trivial inefficiency that is typical for large government bodies.

It is the RPRF(Right of permanent residence fee), and they asked me to pay it December 13, 2017, I paid it and uploaded the receipt on same date. It took them about 3.5 months to change the status to revewing.

As of today, many people going through paper base received the PPR 18 later (average). Some factors such as country of origin, additional documents, background checking, and even PRF payments might delay the process. Also, it depends on your officer and the backlog in the system. It is really difficult to predict today when the PPR will arrive on a paper base. For those applying thru EE PNP in less than 6 mon,ths the PPR is guaranteed
