Because there are many changes to be made to your application, in more than one places. These are your visa application form, which you cant definately submit again, plus you have to provide new offer letter, and they are not really flexible. Roll over your admission to whatever university you want to apply, and apply next year. I dont think much can be done about it.
CIC takes ten days to reply to a query and add cancellation note to your file. What do u expect that they process your change requests and your visa in six days and ask your passport and stamp it and return it to you as well. Sorry i sound harsh than i'd like to be perceived.

I confirm that the embassies in the diplomatic enclave are open and working, so lets end frightening students on this forum ;D. I am actually in Islamabad and personally visited the area.

Well guys indeed they are working.

Today they have requested my passport Alhamdulillah, my question is how many days they take to return? according to VAC KHI min 10 to 15 working days but I have to reach there before 15th :/

Any idea?
 
I too can confirm that they are working. Today I got a passport request and I have submitted mine at VAC Islamabad.

If it is a passport request then it is safe to assume that the application was online.
 
So some update.

I just went to Diplomatic enclave shuttle area today. There is nothing on the roads and they are fully open. It took 30min to reach there from Daewoo Station. So route is clear.

I went there with someone who actually got visa (not Canada) today.

On other news the shuttle service told me that they never closed and were open for service all along and all embassies were open for public of course as the were issuing shuttle tickets.
