As per my knowledge If you go to Calgary either through Toronto or Montreal, your POE (Point of Entry) will be that city I mean Toronto or Montreal and your custom/other formalities related to POE will be done there and you have to handle your luggage at Toronto / Montreal for the next flight. Some people actually try to avoid that because of traveling with family. Otherwise, if you come to Calgary via London or any other City outside Canada, your POE will be Calgary hence you will receive your luggage their once for all.

Last but not least, check Qatar airways. Last i checked, they were allowing TWO (23KG per baggage) baggage and a hand carry per person. Their routes were Khi-Doha-Montreal/Toronto-Calgary.
