It's not allowed to call or visit the embassy regarding any visa procedures anymore.

Sorry to hear about rejections. I would suggest you to apply for CIAPS first. Unless you don’t know the exact reasons of rejection you can not improve your case with 100% satisfaction and might waste time waiting for second rejection (God forbid)
Immediately apply for CIAPS and meanwhile try to improve your SOP and other documents where possible. Once CIAPS is received just apply in the light of that

I was just wondering if they show 11 weeks of processing time will they take decision in 11 weeks or its just for fun

Yes alhumduillah thanks to cse i got the medical mail yesterday and booked an appointment today done with the medical now hopefully it will be passed by next week. Those who are still waiting for more than the processing time it will be a good idea to send cse as i did in my case

Nothing the same message that please find attached copy of your medical request letter. But my CSE message was attached with it so that means they checked it and then they send the medical mail within next 3 days. I will mail them again till 28 December to take quick decision because university is starting.
