Dear raza
It may not necessarily be the reason for it. My NOC (0711) isn't included in the new list either. However, I got the MR last month. Another reason can be that a certain NOC may have been over used. They may have put some sort of a cap for NOCs for pre June 2010 applicants as well.

Khalid,

Thank you for your input. As you said about the cap, i also got some information from my consultant as he contacted VO in written and VO have informed that your application is on HOLD for two years. And this was the information which i got in April 2011. and after inquiring again VO replied in the same way, mentioning that as parliament has decided to put certain cases ON HOLD for the period of two years, unluckily or luckily, no further processing will be done. And if i calculate this time period then it ends in April 2013, after which VO may start processing.
From all the above scenario I assume two things which might be creating delay/refusal:-

1- Category CAP
2- Category removal from NOC list

Seniors please give some useful opinion.

agreed

My view is that it must have been the Category Cap leading to so many rejections in last few days by CHC. If you notice the trend of rejections, it is happening mostly for one Category which indicates that Cap for that specific Category might have been reached.

Provision of employment contract may not be a mandatory requirement. I did not submit the employment contract. Instead, I included few salary slips alongwith Reference letter and apparently it worked!!

Yes, the JD are in sync with the ones mentioned on the HRSDC website. No employment contract, it could be a nuisance

May be, as this is something i got from consultant as he has confirmed that there are lot other cases which are ON HOLD, but also of other categories, not only 0213.
