It did but not that much... I'm not sure but around 45000 visas were issued to students which were more than previous year during june/july. most of the delays were compensated by colleges/universities by extending their date of joining. Inspite of various efforts, few students couldn't get visa in time and were deferred to next available intake. Embassy asked them to re-send new updated LOA. Few applicant files took too long to process (lack of documents or VO delay) while mostly others had it processed within given time frame. Highest affected were PR, spouse, work permit and visitor visa applicants. Estimated losses were in millions (maybe it reached billion, not sure)... GIC also had problematic start, scotiabank took too long in some cases while others were processed in time. So it was kinda nervous time for all applicants and luckily i decided not to file my visa for sept and i am very happy with my decision lol.
