OWP Some basic Questions

Situation : My wife is starting her studies in Canada starting Sep 19. She has already received her visa.

Question : I am thinking of applying for OWP outside Canada (from United States). How difficult is this ?

Question 2 : Also, while applying there is a question in the form imm5257b_1 that :
Are you a primary applicant or spouse/dependent of primary applicant ?
What should I select in this option.

Easy enough to apply, no guarantee that you will be granted one, the fact that you are not applying from your home country might make it more difficult to show intent to return

You are the only applicant in this case, your wife is not applying for anything.

Does it make more sense to apply for a visitor visa, go there and then apply for OWP from within Canada ?

Dont think so, visitor visa will face the same question of returning and doesn't really help get you the OWP so just apply for the thing directly.

this is just to inform that I applied for my work permit directly and got it in 4 weeks.
