Outland to Inland

Hi, I am sponsoring my wife and children's immigration under outland family class, and the case has been waiting for more than 2 years without any progress...
As they all have TRV before we submitted the family case, I am considering to have them come to Canada to live with me here to wait.

My question is: Does anyone know or have experience, when there is any progress to request medical check, do they have to go back to the home country to have the medical check? Or can they take MC here in Canada?
Is there a process to transfer such kind of outland case to inland?
Thank you!

Medical check can be anywhere there are panel doctors, including in Canada. No way to switch app to inland but if in Canada, they can receive pr status within Canada when approved.

if medical check can be within Canada for outland case, is there any other action/step that would require applicants to go back to the home country?

Yes. A relationship (or similar) interview.
Thank you k.h.p.!
I understand the relationship interview is not a mandatory step, but for those who are selected for whatever reason. so is it to say there could be a chance that the whole process can be completed within Canada that applicants do not need to travel back?
Also, I am thinking, one of the reason that applicants have to leave Canada could be the max 6 months permit to stay with TRV... This could be mitigated by a road trip to the USA, given applicants have to have valid US Visa, and the boarder is open...
Please comment if these of my thoughts are correct and feasible.

There is a chance a relationship interview may not be requested, and you'd not have to leave.

If the 6 month entry deadline is coming up, apply to extend the stay.

DO NOT travel outside of Canada unless you absolutely, 100% must. If you don't get back in, that's a big issue.

if an outland interview is called, the applicant will need to travel to the VO for the interview. (unless they are doing virtual interviews now because of COVID which I do not know or keep track) But other than that (and may be biometric) I think you can do all of the process in Canada. Some process you may need to get to a 3rd party agent in case that's needed.

For the 6 months stay, it's probably better to extend their visitor status instead of travel out and back in the land border.

Thank you both k.h.p. and YVR123! You gave the same suggestion to extend the visitor status.
While praying for no VO interview, I am just wondering, can the visitor status be extended for multiple times? I am just not confident the family case can be closed within 12 months (which counts one extension...)

I was in this same situation. By the time my first visa extension got approved it had a 30 days expiration. I just applied for another 6 months while my application is being processed. Your family status will be maintained while the visa extension is being processed.

I did biometrics, medical, police certificates fingerprints all from Canada.

Thank you LadyTee14 for sharing your experience!!
Is there any program to allow such outland applicants waiting in Canada to work, like a working permit?

I am not an expert on this and didn’t apply for any w/p so I am not aware. Maybe someone else with that experience can provide more guidance.
