Hi,

As per title, I am finalising the spousal sponsorship application. My sponsor is Canadian citizen living outside Canada, I am EU citizen living outside Canada, we are planning to live in Quebec once I get PR.

FORM 0008:
Under current country of residence, my status is 'other' as I have settled status in UK which technically not the same as permanent resident (although very very similar), where it asks me until when (?), what do I put as it is my current country of residence... and my status does not expire as I have unlimited right to remain in UK.

Also, I moved to the UK in 2015 when UK was part of the EU and I got settled status after Brexit, 2019, so what do I put for:
  • From: 2015? or 2019?
  • To: ?

In general, on some online forms, I can't write my full city of residence because it is longer than 14 characters, what do I do?
And also, where it asks about personal history, for my most recent/current employment what do I put under 'TO yyyy/mm' as it is still ongoing on the date of the application.

FORM 5532:
Address history, current address, what do I put under 'TO yyyy/mm' as I still live there on the day of the application?

PROOF OF RELOCATION:
Does the sponsor need to provide proof of relocation on my behalf too? We can add the resignation letter to my employer if necessary. Otherwise, can the sponsor just add proof of plans of relocation for herself only?

CHECKLIST 5533:
Part B Point 5 - Employment / source of income: Do not complete this section if you are a Quebec resident.
The sponsor currently lives outside of Canada, but we are planning to move to Quebec. So, do we need to provide Employment / source of income proof or not?

You're overthinking, if it's close to PR status, just put permanent resident. I'd collapse them into one but up to you.

For dates that are to present but not expired, just decide - either put a long date in future or date of application.

If you think these things are very important, and can't put sufficient detail on the form - letter of explanation (LOE), briefly epxlain and add to your app.

Just shorten it. If you think it's very important to distinguish, add a letter of explanation.

The main focus is the sponsor. If you feel important and that it adds something to your joint app, you could include things about yourself, but I think some of the info likely would be assumed to apply to both (eg that you will live together etc).

I would advise you to move to a city with a shorter name. :)

You posed this question elsewhere on the forum and my answer was:

The passage you have quoted would appear to answer the question. It does not say: Do not complete this section if you intend to be a Quebec resident.

However, @armoured has expressed not knowing the answer, which makes me think my answer might be in error. If one on this forum with the savvy in these matters of @armoured, which vastly outstrips my own, says he does not know, that's a strong indication that the answer is not obvious at all, contrary to my own perception of the matter.

In this case, it's just a subject I don't know or care about.

I think we don't need to submit the Employment / source of income information because we are moving to Quebec and that will be handled as part of CSQ. However, if my thinking is incorrect and we did need to submit it, would we get the application returned or would the IRCC agent just ask us to provide it but the application process/AOR would start? I don't want to wait 3 months to be told that I had to submit it, and then I go at the back of the queue and have to wait another 3 months to get AOR.

Who can I ask, is there a way to contact IRCC to ask these kind of questions once the strike ends?

I think the answer from @Kaibigan is entirely compelling, and believe you would be wasting your time to think about this more at this point.

That is, of course, your prerogative.

And I'll say that @armoured has given sage advice not to think about it a lot more. Yes, it's possible you do not need to submit the material. I think you do, but that may be wrong. You suggest a phone call. The IRCC is not known to go out of its way to offer advice in putting together applications. From what I have read on this forum over the past few years reveals that some manage to get through by phone and get answers to questions. But the forum is replete with stories of applicants calling in and getting 3 different answers from 3 different people and answers that often are just plain wrong.

You raise a legitimate concern about being sent to the back of the queue. Again, from what I have read here, sometimes the VO handling the file appears to be a good sport and simply pauses processing while seeking further documents. But we also read of many instances where applications have been returned to sender as incomplete, for seemingly trivial shortcomings, making a fresh start necessary, with attendant time loss. If you want to risk that, your prerogative.

I'm in a similar situation (lived outland, now back to QC). I checked what I entered in the forms - I did submit proof of available funds , very short occupation description + tax statement for the previous year and plans for future as at the moment of submission I just became unemployed. Got SA in no time.

TL;DR: Probably not needed, but will it be difficult to provide giving the ambiguity of requirements?

There is an ambiguity in regard of Quebec residence in the instructions. For example:

Section "Sponsors living in Quebec" applies for those who intend to live in Quebec as well but doesn't explicitly mention it. However, t's clearly related to the process of getting CSQ - a mandatory step regardless if are LIVING or INTEND TO LIVE.

On the other hand, section "Application to Sponsor, Sponsorship Agreement and Undertaking (IMM 1344)" Question 1-18 has an explicit message: "Sponsors living (or who plan to live) in Quebec...".

Later on, again, "If you’re a resident of Quebec, you’ll need to pay another processing fee to the province of Quebec when you apply to Quebec " but regardless of your current status, just by the fact that PA's destination is Quebec, you have to pay those fees.

So in that regard, I think it's quit safe to assume that if you live or intend to live in Quebec, financial aspect of the Sponsor is to be evaluated by Quebec's MIFI and IRCC is not really interested in that information. Regardless, I still submitted the information since the question is ambiguous and I just treat all ambiguity against me to be safe.
