outland sponsorship

Hi everybody, I am a PR living in Quebec and I am sponsoring my wife living in Germany as foreign student. I have already received the AOR letter stating I am eligible. The document was further process and sent to Vienna in Austria for the rest of the procedure which from CIC’s processing time estimate can take as much as 17 months. Please, could someone help since I would like to know if she can apply for an OWP. Thanks

OWP is not available for an Outland applicant. She will not be eligible to work in Canada until she `lands' as a Permanent Resident.

I don't think it will take 17 months. She probably gets her PR within 5 months.
