@canuck78 is correct. You cannot get an OWP for an outland sponsorship. I missed the part where you asked for an open work permit. You can get PR and then come and start working.
In addition, the sponsor will have to be physically resident in Canada for the entirety of the sponsorship application.
I think you have to accept that you will have to do an outland sponsorship and will be separated for approximately a year. A short trip of 2-3 weeks seems tolerated. You married someone who is a PR of another country which comes with sacrifices. There are many people in your situation.
You have already applied and been refused. You can try again but the response will likely be the same.
10 years as a PR or 1 day it is the same thing. The best thing would to get your outland application in and for your husband to find employment. You seem to be trying to find a loophole that will allow you to come to Canada but there isn't one. It is best not to waste time and just submit the outland application.
