Yes, 3 years is absolute insanity. It's possible that the processing times are getting better, but as of today it would take ~ 2-1/2 years if you submit an Inland application.
Outland is probably much faster for you (depending on where you're from) but because you have no legal status in Canada, you might be asking for trouble. No matter which application you choose, you MUST be completely honest about your overstay. It will NOT disqualify you for PR (if your sponsor is approved), but if you lie about this (or ANYTHING) on your application, it certainly will be a big mistake.
If you applied with an Outland application, you would show your address in Canada as your home address. If you managed to get approval, and were not removed from Canada, the CoPR document would be mailed to you (in Canada) and you would then need to leave Canada (briefly...like literally, present yourself at the border and be asked to be turned around to re-enter Canada) to the land as a PR.
The pandora's box is that you have no legal status, which is why almost everyone in your situation chooses an Inland application...even with the ridiculous wait.
Oh...and you obviously would not want to leave Canada for any reason during the process...because the chances of you being allowed back in would be smaller, because of the overstay; you'd, in essence, be trapped in Canada, which isn't exactly a bad thing.
