I had filed application for PGP and my 2020 income in line 15000 was less than minimum net income.
My net world income was lot more than required minimum net income since I was living and working in USA.

I got mail from Mississauga case processing centre to provide original Option C and they did not provide a deadline by which it had to be provided , they mentioned as soon as possible. I was out of Canada when I got the request email and returned back home two months later . I was yet to mail IRCC the original Option C
I got a letter today that I am not eligible to sponsor.

Why was Option C being requested in the first place? Option C's line number 15000 will reflect income earned as Canadian resident and line number 52930 reflects income world income. Which line number do they look at?
Why did the Mississauga case processing centre not wait for me to send them the documents as they had not provided a deadline by when documents were to be provided?

If you were living and working in the US that income would not count. You didn’t qualify to sponsor which is the issue. How were you a Canadian resident if you were living and working in the US?

OP sounds like an entitled brat, not only are you not qualified to sponsor anyone you took forever to respond and now mad at IRCC like they should’ve sat around and wait on you. Some people I tell you.

Have you been living in Canada permanently since applying for PGP? Being able to be away for 2 months is fairly unusual if you are working in Canada.

They use line 15000.

Line 52930 is income earned as a non-resident. Income earned as a non-resident isn't taxed by Canada and cannot be counted towards LICO.

You were correctly refused for not meeting the income requirements.

Only line 15000 counts.
If you declared non-resident, then you were/are not living in Canada. How do you sponsor your parents to come to Canada when you are not even living here?

PGP is to bring parents to the sponsor child. NOT to let them collect PRs of different countries.

In general when IRCC request additional documents, they expect you to respond in reasonable time. You don't have to be physically in Canada to send them information.
If the document takes a while to obtain, most people would send a web form to notify the delay and that they have applied for it.

I simply search PGP line 15000

It’s online what income is too be used

“use your total income on line 15000 of your Notice of Assessment (NOA) from the Canada Revenue Agency (CRA) “

The documents requested were original and I can only request them once I get back to Canada.

You can request Option C online at your CRA account... if you have been filing your taxes and have an active account.
This is what I got from AI generated search about providing original Option C to IRCC.

  1. Original vs. Scanned:
    • Now, here’s the twist: They want the original Option C printout. Not a photocopy, not a digital scan, but the real deal.
    • How do they know it’s original? Well, it’s like a detective story: there’s a date stamp with initials on it. That’s their clue!
    • Ideally, you’d wait for the original, but if your husband accidentally left it in his other pants (happens to the best of us), you can submit a scanned version along with a polite note explaining the situation.

I'm not sure that ultimately matters. The core issue is that you don't meet basic eligibility requirements to sponsor. Even if you had responded immediately, the outcome would have been the same.

How long are you spending out of Canada? Are you living and working in Canada. Not only may you have never qualified to apply for PGP you may not be currently meeting the requirements.
