Should I take IELTS test first?

I am 23 years old, bachelor of economics.
I have almost 1 year experience in full time office.
However, if I add part time job I will have 2 years experience.

I dont have any friend/family in Canada.

Is there any problem?
Am I eligible?
Who pays air plane ticket? Is it me?

I am a 38 years banker from Pakistan and have learned somthing about morden. I have masters degree, have over 10 years banking experiance and enough funds for settlement in morden. I am married and have two kids. Can I qualify for immigration to Morden ?

Can a person apply for MPNP while he has already sent his application to Morden (no interview yet by Morden officials,just the acknowledgement has been received so far)
or if he is interested in applying for Manitoba, then he should inform Morden officials to withdraw his application? please note that the person i willing to apply through friend who is setteled in MANITOBA

I took BS Computer Science(4yrs) I am curretly working as admin services manager.

I am wondering if my husband is qualified to apply but he is udergraduate of electrical engineering but had experience as maintenance supervisor and electrician, right now he is working as handyman in oil and gas company.

Please give me your thoughts and advise.
