Opining Branch for my company in Canada

Dears
I have an existing business in Dubai (Real state), I'm planning to open a branch in Canada.
and My brother will be the sole Representative for the company if Canada.
Is this applicable in Canada, and can he get a PR visa for that
if so can you please share the information for such case and if there is a specific link for that case.
And is this considering different than having start up business from process and requirement point of view.

The closest thing to what you are describing is the Start Up immigration visa. You need to research that. To qualify for the Start Up your business idea needs to be interesting enough to a recognized venture capital company in Canada for them to support it.
