Currently in my IIRC account I have an application for study permit visa, can I still start a new application for a visitors visa?
If I can, what will happen to my study permit application in the case that my visitors visa gets processed first?

You can, but what is the reason to submit another application while other is in progress? is there any urgent travel to Canada that cannot wait decision of your study permit?
