What are the chances of getting an open work permit approved if I file IMM1295 (Application for Work Permit made outside of Canada - https://www.canada.ca/content/dam/ircc/migration/ircc/english/pdf/kits/forms/imm1295e.pdf) without a job offer?

I have prior education and job experience in the U.S.
