Hello, Is it wiser to get a TRPermit approved in 20 days from U.S. to move into Canada and then apply for open work permit According to https://www.myvisasource.com/blog/can-i-work-while-under-a-canadian-visitor-visa a TRV with validity longer than 6 months is a way to go for work permit.
