What kind of situation that we can apply for the open work permit?

for instance:
wife: canadian citizen
husband: had submitted the family class sponsorship for the permanent resident application and now in Canada with the visitor visa
In this situation, can the husband apply for the open work permit?

No. An OWP is not available for an Outland applicant.

Even if you had submitted an Inland application, you would have needed to include the OWP and wait the estimated 15 months to receive it.

Any other way to get the work permit?
(we submitted our application at July, in October, the documents were sent to the designated VISA office.)

I heard that if the husband is working in the university lab , then the spouse can get the work permit as long as the supervisor willing to write a letter ..
don't know the details..however, is it possible?

The only way to get a work permit is to find an employer willing to go through the LMIA/work permit process.

No, a person cannot obtain a work permit based on their Canadian citizen/PR spouse's employment.
