Ok, so there's no use in pulling out of an Outland application, to apply inland, because they might still process it in a different country.
I submitted an outland application in October, and i'm trying to see if it makes sense to re-apply, but it seems as if there would be no guarantee to process it inland.

ALL Inland applications are in fact processed in Mississauga.

You are still misunderstanding. The applicant chooses whether to apply inland or outland; CIC doesn't decide that or change it.

The only thing that has changed is that whereas previously outland applicants could choose their VO, now they can't.

I agree with the policy of inland applicants being able to apply for OWP at AOR stage. This would make a huge difference especially those who are applying for health coverage. If you don't submit OWP, ontario health will not accept AOR for qualification for OHIP. You would at least qualify for OHIP or provincial coverage with OWP. This has huge ramifications on provincial health coverage.

AOR = Acknowledge of Receipt. The new policy won't go into effect until jan 15, 2015.

The new policy may go into effect next month. Until CIC publishes something to:

1). Confirm this change.

2). Provide all details (including if this will also apply to those without status that are in need of an OWP)


It's really still just speculation at this point.

Agree with Ponga on this. I really think it's dangerous to be influencing those just about to submit applications when this is still speculation. Until there is a published statement on CIC website we need to be very wary.

I agree 100%. I should have use better choice of words. Say that it is speculation, but in any case, it is good policy if they do, in fact, implement the change. If it does go into effect, everyone applying inland will submit OWP, not to work, but to get provincial coverage as most of them can't qualify until AIP. OWP will allow them to get on health coverage without having to wait for AIP.

Don't do anything yet. Wait until CIC makes a public announcement to confirm this change.

If they do NOT change anything, you will have to wait until you receive AIP before you can submit your OWP application.

They haven't even started processing my application, still can't log in into ECA, can you tell me where you found the information that you cannot add the OWP after submitting the PR application?
