They haven't even started processing my application, still can't log in into ECA, can you tell me where you found the information that you cannot add the OWP after submitting the PR application?

Just relaying what others have stated in other threads here.

Besides, as it stands now an OWP cannot even be processed until the PR applicant has AIP, because that is when the applicant is eligible for the OWP. Sending it with the Inland application does give the person implied status (provided they had legal status when CIC received their application) but it isn't processed until they have AIP.

Sending an OWP now wouldn't change anything, but...if this new policy really does go into effect, it will be a game changer!

I agree 100%. I should have use better choice of words. Say that it is speculation, but in any case, it is good policy if they do, in fact, implement the change. If it does go into effect, everyone applying inland will submit OWP, not to work, but to get provincial coverage as most of them can't qualify until AIP. OWP will allow them to get on health coverage without having to wait for AIP.

It certainly will shake things up!
