How long does it normally take to receive a work permit?

We have sent the document Mid-December 2017 and still have no news.

Typically four months after the complete application package is receive (i.e. inland sponsorship + OWP). Although sometimes the OWP is approved earlier (after 2 or 3 months).

So the fact you've heard nothing yet is normal. It's quite possible it will be mid April before you have the OWP.
