Open work permit for my husband

Hello,
I am a Masters student at Dalhousie University university..receiving 15000 per year as funding and I have TA. My study permit is expiring on March,2019, but i want to pursue my PHD as well. My husband has 8000 CAD in his savings. I can also show some money in my account. Can my husband apply now for OWP with this amount of money and for this short amount of time?

As per requirememt you need to show 10000 CAD for you fot 1 year. And 3000 for your Spouse for one year. The thumb rule is that above required amount if you can show as much as funds available to you then your case will become stronger. But all of these details are already mentioned at IRCC website. For clear answer take some professionals advise like solocitor or lawyer, agent etc. Just in case

My study permit is ending on 30th March 2019 and I probably cannot extend my visa so early. The problem is my husband wants to apply for open work permit visa in August. Would it be an issue if he has around 6 months in hand or even less than 6 month? (because even if he applies in august, the processing might take some time)
