It will not take until 2018. Ottawa takes about 4-6 months and London averages about 8-9 months.

Just one thing that could slightly change things, I am living in the UK but I am actually Dutch. This could mean that it could go somewhere else as well. Possibly Vienna. Do you know how long it takes for them to process it?

Ah. Yes, that changes things. The app will most likely go to Vienna, as IRCC pretty much always chooses the VO of nationality.

I'm not sure what the current Vienna average is. I suggest you have a look on the Vienna thread.
