No, that is unlikely, IMO. The "quota" is for issuing nominations and NOT AORs. So, people who are being nominated currently might fall under the previous year's quota (if they have not reached the 2500 nominations set aside of EE). If they have reached that, they would be issuing nominations under this year's quota (The quota for this year has not been officially announced yet, so its unclear). People who applied towards the end of 2015, at least, would be getting their nominations under this year's quota (assumption - I speculate that the previous year's quota would have been exhausted by people who have been applying till October). So, nevertheless, we would be getting our nominations in a few months (though the actual processing time would be ridiculously high from the processing time claimed by OINP).

I hope it's the case. keep in mind that the OINP started only in June, so we're still midway in the "year" quota

Yes, CIC has started some movement in Sep. area.
Hope we all get our PPR soon.

Well. There was a similar pause during aug-sep month.
OINP was sending AOR's within 45 days and nominations within 90 days initially. And then things got slowed down. We have to wait for almost 3 months to get AOR, followed by verification call's, additional doc request and then finally nomination. This was the Usual trend. In between there will be rain of AoR's/Nominations.

OINP also informed that they wont process any application in Dec and Jan month. But i think they were still sending few AOR's/Nominations. So this delay is expected. They may speedup processing apps in February, so please be patient.

Whomsoever applied in Sep. also still in same status (Eligibility Review in-Progress) :'( :'( :'( :'(
CIC is slow and we need to have Patience. :-*

i submitted applciation for permenant residence on nov 8th 2015
eapr on 9th nov.
medicals passed 30th nov
and the status on cic now is
Review of eligibility- Review in Progress
even they updated
Review of submitted documents - Provided
Review of medical results - passed -
A background check is needed - not started.


never got my BG started till now. is it common?

Your AOR is November. It's common. Still also the case for many people from August, September, October.
