If you do not have payslips than you should forward alternative documents with explanation. Yes bank statement is good, taxes report for 2016 will be also good and you contract where you agreed on your salary. I do understand your translation problem, but trust me all of us had to translate a lot documents, so yes to immigrate to Canada is expensive. They asked for 3 things: 1-Kind of letter of motivation 2-Report to be sent directly from WES. 3- 12 payslips before Dec 2016.
So My question is: Can I send a bank statement for a whole year instead of Payslips (In wich salary is credited every month), I work for a ministry in Oman (MoEducation), and I don't get payslips every month (Never got them), I don't know even if they provide such papers, and even if they provide, I need to translate all the slips from Arabic to English (That's gonna cost me an arm and a leg, translation is expensive here).
Any personnal experience will be welcome.

Ontario does check if you meet the criteria for French stream. And they also check if you meet the criteria to be in EE pool.
That is for FSW candidates for example that famous 67 points of 100.
And in those 67 points there is also adaptability for your spouse. That is his language test result (if it is over CBL 5 in all skills) and if he has any Canadian education or Canadian work experience.
If he does not have, then all you need to do is just put that information as his personal history and you do not need to put any supportive documents to it.
For example people from Human priorities were also putting foreign education ECA for their spouse as they wanted to get CRS points over 400. But French stream does not have such requirement.
