Ontario PNP under master stream asked for Job offer by CIC

Hay guys, I encountered an abnormal situation, I applied ontario PNP under master stream(without job offer). In June my ECAS status had already changed from In Process to Decision made, but two weeks ago it changed back to In Process, however if I click the link, it still shows me that a decision has been made.
1. We received your application for permanent residence on September 16, 2013.

2. We started processing your application on February 24, 2014.

3. Medical results have been received.

4. A decision has been made on your application. The office will contact you concerning this decision.

and stranger thing happened three days ago, I received a letter asking for providing more documents from CIC twice through email, once through mail. the documents including:
· The job offer from your prospective Ontario employer indicating your occupation title and wage for the full-time, permanent position being offered.

· A copy of your curriculum vitae.

· If you are currently employed in Canada, provide proof of employment (e.g., Canada Revenue Agency (CRA) Notice of Assessment and CRA T4 Statement of Remuneration Paid).

· Proof of membership and/or registration in regulated occupations if you intend to work in an occupation that requires registration or certification in Ontario.

· Reference letters showing at least 2 years of experience in the previous 5 years for your intended occupation for both work done outside or inside of Canada.

· Proof of education including transcripts.

I have tried to call them, and the guy from call centre told me it happened a lot these days, and it might be that they just made a mistake. He asked me to just reply the email from CIC and explain the reason why I dont have all those documents. anyone has the same problem or any advice? I have replied them an email including all the documents I can provide, and explained why i dont have all the other documents.

Dear,

Would u mind my asking u if you added spouses later in CIC stages?

Do u have any kind of jobs?

I didnt add spouses later in CIC stages, but when I filled the application forms I do provided my full time job information. However, I already quitted my job to start my own business. before that I sent an email to CIC and asked if I need to inform CIC the change of my working status, they replied me the following message:

Please advise the Province that there has been a change of employers as this is a Province issue.

When I applied Nominee, I didnt have job.............it makes no sense for me to inform Province the issue

It is the new quality pilot project launched by CIC. No one knows what it is for. How it will affect the application process.

You have already contacted CIC, which is good. You can contact ON PNP office to get some help as well.

Ok thx, I will have a try. Just felt so confused about it, because there is no where to find the new policy, and they did not even inform me, and tell me what is happening. The call centre stuff did not know anything about it. He actually told me many ppl called them for this issue, all of them are master stream applicants.

Well, don't get too frustrated. At least you worked before and you have ur own business, still paying taxes to the government.

They will take all these into consideration.

its a startup just started last month, we dont have any profits yet, so no tax, and no income :( I am scared if they will revoke my case completely which makes no sense, all the applicants I know have already got their PR for a long time

I have the almost similar timeline (Oct 2013 applicant) and in the same situation as you. I am not sure what to do next.

Just wonder if any of you have a permanent job offer before being nominated by the OPNP Master Stream?

I'm going to repeat what I said in another thread. I think CIC wouldn't reject your PR if you don't meet the requirements they set with the new ask for additional documents. I'm sure CIC is well-aware that most ON-PNP Masters grad without job offer would not accumulate 2 years of relevant work experience when applying for PR. I guess they just want to keep records of every single PR applicant and have everyone provide the same information regardless of which stream they are applying under.

Then why they did not do that for the previous years' applicants?

It does not make sense to me that they only start to collect info this year.

Based on a reply from ON-PNP on their Facebook page, they mentioned that CIC is conducting a "quality assurance pilot project" hence the ask for additional documents. I'm assuming that it's merely a new way of collecting data internally in which they have to fill in compulsory fields in a database for all PR applicants regardless of stream. I'm making this assumption from my own and friends' experiences in similar database projects, but don't take my word for it. Then again, if provincial level has already approved an applicant, I doubt federal level will veto the decision based on completely new requirements.

I hope for the best that CIC only needs the information for their databases. However, I agreed with moonbow. If this is just for information, CIC won't change the application status from Decision Made to In Process again. CIC also indicates that they need these documents for further processing.

The chance of CIC rejected an PNP application is small but it can happen. As I mentioned in the other thread, one applicant from SINP was rejected because CIC didn't satisfy that he could settle down in the province with his qualifications (IELTS score).
