Yes, it's mandatory to get the reference letter for last 10 Years of your work experience.As per Ontario's website its mandatory to get reference letter from each employee. I asked my current employer for the letter and they asked me why I need it. The moment I tell them why I may need it, everything can go south from there. I would be killing all future appraisals and opportunities at the organization.

Ontario immigration must be able to confirm your ECA results with the organization that completed it. This means you must authorize the organization to share the results with them (the Ontario Immigrant Nominee Program). To authorize to see your ECA report:I also used service of IQAS instead of Wes. Do IQAS have same procedure for linking ECA done by them with OINP authorities like WES

Just simply let them know that you're looking out for better career opportunities & standard of life, hence trying for Canada immigration. There is no harm in telling the truth. Ask yourself, do you really care about your future appraisals which won't exist once you've Canada PR.

ThanksOntario immigration must be able to confirm your ECA results with the organization that completed it. This means you must authorize the organization to share the results with them (the Ontario Immigrant Nominee Program). To authorize to see your ECA report:
1. Comparative Education Service - you need to fill out a consent form
2. World Education Services - Order a copy of your ECA report online and indicate the “OINP” as the recipient of the report
Note: For the other organizations, no additional steps are required. Ontario can confirm directly.
