I am above 400 for more than a year. I have 428 points before 19-Nov and 478 after 19-Nov. Never received OINP before .. not sure why I never received an OINP. I have a bachelors degree and 3 years CEC now.

Congrats ..You should have qualified for express entry now..Latest draw cut off was 468

Don't think so...OINP is so popular that they will still have a huge chuck to fill from 400 to 450..I think EE cut off will go till 445-450..diff. to go below that in short/medium term.

While Ontario may choose not to lower it'a cutoff, I think the assumption is right that decrease in points for job offer will reduce the CRS and may go down to 420-430. However it also depends on number of applications increase in the EE program. With Trump and Brexit around the corner, doubt scores will fall too much.
