I am above 400 for more than a year. I have 428 points before 19-Nov and 478 after 19-Nov. Never received OINP before .. not sure why I never received an OINP. I have a bachelors degree and 3 years CEC now.

While Ontario may choose not to lower it'a cutoff, I think the assumption is right that decrease in points for job offer will reduce the CRS and may go down to 420-430. However it also depends on number of applications increase in the EE program.
