IELTS is R: 9, L: 9, S: 8, W: 7.5. Overall band is 8.5.

I do not have a job offer from Canada.

I am an IT professional (NOC 2174).

Am I eligible to apply for OINP?
 
What is the kind of Occupations that may open up in OINP this year (2017).

Nope, not under current criteria. It looks from your score that you have low transferability points. That would be if you have either not good education enough (2 university degrees or more) or if you have too little work experience or both.
So you need more points (that is more work experience, Additional university degree, points from your spouse if you have one, French language...).
 
what is the eligibility criteria to get additional 30 points for canadian education please? does it have to be less than 2 year old to get the additional points ?
mine are 413 points
including canadian masters.

where to attach the documents for proof of funds ? i didn't find it.
what are the additional forms to be filled up other than ethical conduct ?
should we use printed name or handwritten name in the ethical conduct form ?
Please do help me, I m confused about this.
