Unfortunately you are not qualified you need B2 or Clb 7 in french if you want to apply for french speaking stream .

Last year they made one Draw under HCP stream for french speakers but I don't know which CLB in French they selected .

The A1 In french is not enough you need to write either TCF or TEF and get in one of them B2 =CLB 7 to be eligible to apply to the french speaking stream directly and you need one year full experience and a bachelor degree

If I get CLB 9 in IELTS and my overall CRS become 400 or above , then also it is mandatory to get B2 or CLB 7 in French to be eligible to apply for OINP under French Speaking Stream.

Requirement for french speaking stream:
No minimum CRS
Bachelor degree
One year experience
Clb 7 in french
Clb 6 in English
The most important thing is Clb 7 in french.

Nova Scotia invited French speakers recently. Their requirements were similar to Ontario's FSSW.
Could I ask if either of you get invited?

my final timeline:
2019-01-24: NOI
2019-02-02: submitted
2019-03-15: receipt of complete application (assessment)
2019-03-26: decision in progress
2019-04-01: approved

I didn't click on Nova Scotia among provinces that EE ask me to choose at the beginning. I did my job research and most of the opportunities are in Ontario. Although I know it's possible to be nominated by one province and move to another after but back then I was quite confident on the FSSW of Ontario with its high frequency of NOI draws in 2018. Didn't expect such a long wait like this.

You're absolutely right: we hear NS doesn't have the job opportunities some other do.
This whole process (right from waiting for IELTS and esp TEF results) is teaching us all patience! :)
