Ontario PNP Chances for CRS < 400

Hi! How likely is it for someone to get a PNP from Ontario with a CRS score of under 400? I'll probably be under NOC 2171. Will that help with my chances?

Is it guaranteed to get an NOI from Ontario Human Capital Stream if a person has 350 to 439 CRS? I have a cousin with NOC 2174 who has 2 sisters in Toronto and a friend with NOC 1123 but without any connection in any part of Canada.

Yes, there are chances ... many have got below 400 too.

I have a verbal agreement for Job offer from ontario. Wanted to ask whats the next step i should take for OINP ? they will issue the job letter once i request. Keeping in my the job title is marketing executive. I have completed one year diploma from Univeristy in London in 2011. I started bachelors degree and studied for 2 years but couldnt complete it and returned from london in June 2013 and since then have 5 years of work experience as marketing executive. Will the immigration have issues regarding education ? are there any requirements like the applicant should be holding a Bachelors or Masters degree ? what do i tell them regarding my activity from Jan 2011 till June 2013 ?
