I think an Employer Specific Work Permit is the answer here. I just don't understand why they might want you to apply for it before you submit your PR application. So honestly your best guess is to call them and ask.

the employment is not part-time or seasonal; and
the wages and working conditions of the employment would be sufficient to attract and retain Canadian citizens.
You can apply for a work permit before you submit your application for permanent residence.

I got the above information when I filled the quick questionnaire with what you might answer it with. (Except for the part about applying for the work permit before submitting the PR applicaiton)

I think OINP stopped issuing support letters for Open Work Permits, but that is only for streams that are not job offer based. You shouldn't have much trouble getting a letter from the province supporting an employer specific work permit.
